A 1984 Most Outstanding Youth Leader of the Philippines Awardee during the 2nd Ministers/Members of the Parliament-Youth Leaders’ Forum, Soc Anthony Ma. Del Rosario, was recognized as Outstanding Oro Jaycees – JJC Parliamentarian-Delegate to “Visit Jaycee Land, Don’t Live There” in the early eighties.
A public servant in various capacities for more than three (3) decades, he served as Provincial Board Member, Municipal Councilor, Barangay Councilor, Acting Provincial Governor-designate, Human Resources Management Officer and Provincial Cooperative Development Officer in a concurrent capacity. He also served as Cooperative Development Authority (CDA) Administrator of the Office of the President, Government Owned and Controlled Corporation Board of Director, Board of Trustee of a State University and Chairman of the Board of Directors of a Non-Stock-Non-profit Technical Vocational Institution, that is, the Asian Business Cabletow Cooperative Academy, Inc., which continuously extends a helping hand to thousands of helpless, hopeless and have-less students as deserving academic scholars.
Professor “Soc” as his friends fondly call him, excelled in academic achievement as an Industrial Education graduate major in Architecture, Cum Laude under the Kabataang Barangay (KB) National Scholarship Grant and a Diplomate Scholar of the Centre for International Cooperation Ministry of Foreign Affairs, Negev Institute for Foreign Strategies of Peace and Development at the Ben Gorion University, Be’er Sheva, Israel. He earned his Master’s in Public Administration Degree (MPA), Doctor of Technology (D’Tech) and a Professional Doctor of Business Administration (PDBA) at the Isles International Universitê of the European Union.
He represented his country to various international fora like the Asian Productivity Organization (APO)-National Productivity Council (NPC) International Forum for SMEs, Accelerating Growth and Enhancing Competitiveness in the Knowledge Economy in New Delhi, India; Effective Local Governance and Support Mechanisms in Seoul, South Korea; Cooperative Financial Intermediaries at the Bavarian Cooperative Academy, Germany under the HANNS SEIDEL Foundation; Human Resources Development in the Netherlands, Spain and China, among others.
“Kuya Soc” (Brother Soc) is one of the original members of the Fraternal Order of Eagles and a Rotary Club member, Mother Club and at the Center Point Club, District No. 3870, Cagayan de Oro City. A District Grand Lecturer of RX-B of F. & A.M. of the Grand Lodge of the Philippines, the author was awarded by a Jewish Worshipful Brother Werner Ansorge as the First Filipino craft member who visited the Mafleman Grand Lodge of Israel, Til-Aviv City of the Holy Land.
He is an educator, he is now sharing his experiences and best practices learned during his entire stint as such public servant, in the Non-Government Organizations (NGOs) and as Professor of the (Mindanao University of Science and Technology) MUST-ABCCA-DILG Local Government Academy Consortium that caused thousands of public officials to graduate as Diplomate in Public Administration major in Local governance.
Today, the author takes pleasure in, with his active involvement on effective local governance, giving lectures and trainings both domestic and foreign and shares his humble insights in the international cooperative community and in fraternal organization(s) establishing hospitals for the burnt and crippled children worldwide, as he serves as one of the members of the Mystic Shrine of America-Imperial Council of the Ancient Arabic Order in Aloha Shriners of Honolulu, Hawaii.
